Luis acted as head of the Taxpayers’ Advocate Office (PRODECON), where he also held the positions of Deputy Chief of Systemic Tax Analysis and Director General of International Affairs. He was involved in the work of the Subcommittee on Dispute Avoidance and Resolution of the United Nations, and was an associate in the Mexico City, Washington DC and New York City offices of an international law firm for 7 years.

Luis obtained his Law degree from Universidad Iberoamericana in Mexico City in 2008 and a Master of Laws in International Taxation (LL.M.) from New York University in 2014.
