Mr. Fernando Gutiérrez is counsel to Creel, García-Cuéllar, Aiza y Enríquez where he specializes in constitutional and administrative law, both in advisory and litigation matters.
He earned his Law degree (J.D. equivalent) in 2004 from Universidad Panamericana, where he also completed some postgraduate studies, including a Master’s Degree in Administrative Law.
He has more than 20 years of experience both in the private and public sectors. In the private sector he has worked at various law firms, including Martínez, Algaba, de Haro y Curiel, S.C. He also founded his own law firm under the name Gutiérrez Vázquez y Serra, S.C., which ceased operations in 2018, when he joined Martínez, Algaba, de Haro y Curiel, S.C.
As an attorney at Martínez, Algaba, de Haro y Curiel, S.C., he was involved in several negotiations and litigation matters of vital importance to Mexico´s aviation sector, during a particularly significant period marked by the government’s interest in once again participating directly in the provision of air transportation services.
In the public sector, he worked at the Supreme Court of Justice with Justice Sergio Armando Valls Hernández, and at the Ministry of Public Administration (currently known as the Ministry of Anticorruption and Good Governance).
During his time in the Ministry, he worked in the Comptroller’s Office at PEMEX Refinación as Head of the Appeals Unit. In February 2011, he was appointed by the Ministry of Public Administration as Head of the Internal Audit Office of the Comptroller´s Office at P.M.I. Comercio Internacional, S.A. de C.V., a position he held for two years.
Additionally, he has been a professor of Administrative Procedure Law and Administrative Law at Universidad Panamericana.
Based on his studies and expertise, he has specialized in public procurement law, budget law, environmental law, energy law, with particular emphasis on the petroleum sector, public servant responsibilities, State patrimonial responsibility, urban development, civil aviation, economic competition, consumer protection, and standards and metrology law.
Mr. Gutierrez is fluent in both Spanish and English.
