Mr. Rascón specializes in capital markets, banking and finance, and corporate restructurings. He has more than sixteen years of experience advising on complex securities transactions, structured financings and derivative financial operations. His practice is particularly focused on the representation of Mexican and foreign companies, domestic and international financial institutions, Mexican pension funds (Afores), private equity funds and other alternative asset managers, including, among others, Apollo Global Management, Cerberus, Prologis, Walton Street Capital, Finsa, BlackRock, Blackstone, Global Infrastructure Partners and Ares Management, as well as their portfolio companies, in a broad range of leveraged finance transactions, including high-yield bond issuances, leveraged loans, debt restructurings and public equity offerings.
Mr. Rascón has worked on numerous initial public offerings, follow-on and secondary offerings, high-yield and investment-grade debt offerings, tender and exchange offers, liability management transactions and other public and private placements of debt and equity securities in Mexico, including transactions conducted pursuant to Rule 144A and Regulation S, in the United States and Spain.
Mr. Rascón joined Creel in 2011, worked as a Foreign Associate in the New York office of Davis Polk & Wardwell LLP from 2018 to 2019 and as a Foreign Consultant in the Madrid office of Uría Menéndez from 2019 to 2020.
He was awarded consecutively by International Financial Law Review (IFLR) as Rising Star Latin America 2024 and Rising Star North America 2025. He was also a co-author for Thomson Reuters Practical Law in 2024 and 205 of the chapter Lending and Taking Security in Mexico: Overview.
Mr. Rascón holds a law degree (JD) from Instituto Tecnológico Autónomo de México, a Master of Laws (LL.M.) from the University of Pennsylvania, a Business Certificate from the Wharton Business School, a Negotiation Diploma from Harvard Law School and a Banking and Finance Diploma from Instituto Tecnológico Autónomo de México. Currently is the President of the University of Pennsylvania Alumni Association and Club in Mexico.
He is fluent in Spanish and English.
